Accelerate with responsibilities

The story of Open Dutch Fiber (ODF) starts in 2021 with a mission: to connect 1 million Dutch addresses by 2025. This ambition has now been revised to 2 million, which can only be achieved through acceleration. ODF focuses on laying fiber optic cables where they are not yet available. This is mainly the case in urban areas, posing both a challenge and an opportunity. Many other providers have neglected urban areas due to the challenges they present. Limited space results in increased regulatory pressure.

ODF therefore chooses a dynamic strategy, one in which adjustments are constantly made according to the situation. In order to accelerate progress, ODF has taken critical process components such as managing permit applications, identifying locations for neighborhood hubs, and carrying out household connections into its own hands. By continuously eliminating bottlenecks in processes and maintaining a tight schedule, ODF has become the fastest and most efficient player in deploying fiber optic networks. This approach has not only provided ODF with the desired acceleration but also additional responsibilities.

The strategy in practice

The first part that the organization has taken control of is obtaining permits to start the construction of a fiber optic network. Many other providers let the local contractor, who carries out the excavation work, execute this project component. ODF has engaged a party that has fully mastered the process of applying for such permits. With specialized knowledge in gathering the necessary documents, information about the area, and drawings of the routes where they will be digging, the process is expedited.

Thinking about the public space

A functional fiber optic network requires the presence of neighborhood hubs. In order to accelerate this project component as well, the organization is collaborating with the municipality to find suitable locations for these neighborhood hubs. This can be in public spaces or in available spaces such as a parking garage or the basement of a large residential tower. Once the installation in the public space is completed and a neighborhood hub is installed, the next step is to connect houses.

Standardizing high-rise building house connections

ODF also applies an accelerating approach for house connections. Connecting households in high-rise buildings is a complex process, with the aim of causing as little inconvenience as possible to residents. Therefore, ODF has developed five house connection methods based on the type of building, the preferences of VVEs (Owners' Association) and housing corporations.

These five methods standardize the process, which results in an acceleration that is reinforced by the recent acquisition of the telecom installer TOF. They specialize in the installation of home connections, which means that Open Dutch Fiber now has a large group of skilled technicians.Ultimately, the key to the success of ODF is making good agreements, effective communication, leveraging expertise, and delivering high-quality work by all involved. ODF's flexible approach and willingness to adapt to the situation instead of sticking to rigid processes have led to a unique position in the market for fiber optic networks. The organization continues to maintain and optimize its strategy to accelerate towards connecting 2 million Dutch addresses.
