No, not always. Open Dutch Fiber connects apartment buildings if the VvE (Owners' Association) or landlord gives permission. After that, all homes in the building are prepared for fiber optic. But residents still need to cooperate. "We can technically prepare a building," says Jeroen. "But for the connection inside the home, cooperation from the resident is always necessary."
