Assignment
Open Dutch Fiber is looking for an experienced QHSE specialist to carry out a professionalisation assignment in the areas of safety, quality and compliance within its fiber optic organisation and chain of contractors.
The contractor works independently, advises management and directors at a strategic and tactical level, and delivers concrete results that demonstrably ensure the organisation complies with relevant laws, regulations and certification requirements.
Expected results and deliverables
Safety management system
Analysis of the current QHSE organisation, processes and documentation
Drawing up an improvement plan including priorities, risks and planning
Updating and harmonising safety procedures and work instructions
Setting up a structural management cycle for safety and quality
2. Implementation SCL Rung 3
Conducting a gap analysis against the requirements of SCL Rung 3
Drawing up and implementing an implementation plan
Guiding the organisation towards audit readiness
Delivering the required documentation, working methods and evidence
3. Incident registration and reporting
Actively pursuing contractors and suppliers for the timely submission of reports of accidents, near-misses and hazardous situations
Collecting, checking and processing reports for the purpose of reporting
Updating the incident register and drawing up monthly reports
4. Review of H&S plans and contractor management
Checking and assessing H&S plans of contractors for completeness and conformity with the applicable requirements.
Verifying whether contractors meet the contractual and statutory QHSE requirements
Advising on improvement measures in case of deviations
To be delivered: assessment forms of assessed H&S plans
5. Contractual input
Providing QHSE input for agreements with contractors.
6. Audits at contractors
Setting up an audit programme for contractors and suppliers.
Reporting findings and improvement measures to management and directors.
Preparing and supervising external audits and certification processes.
Required expertise
The contractor demonstrably possesses:
HBO+/WO level of work and thinking.
Completed training in Integral Safety Science (IVK) and/or Higher Safety Science (HVK).
At least 10 years of experience in safety management within infrastructure, telecoms, energy, civil engineering or contracting.
Experience with the Safety Culture Ladder (SCL), VCA and relevant certifications.
Experience in conducting audits and improvement programmes within operational organisations.
Knowledge of the Working Conditions Act and relevant safety regulations.
Result accountability
The assignment is carried out on the basis of expertise and a results obligation. The contractor is responsible for independently realising the agreed deliverables and reports periodically on progress, risks and results achieved.
Duration and commitment
Expected commitment: an average of 1 to 2 days per week
Initial duration: 6 months, extension option by mutual agreement
